1978Department of Human Resource Management (DHRM) Personnel Management Information System (PMIS) implemented.

1981DHRM Benefits Eligibility System (BES) implemented.

1986Department of Accounts (DOA) implementation of the Commonwealth Accounting and Reporting System (CARS II) and the Commonwealth Integrated Payroll/Personnel System (CIPPS). These mainframe solutions serve as the official systems of record for financial management and payroll/personnel operations.

1998Virginia Department of Transportation (VDOT) agency Financial Management System (FMS II) implemented.
Enterprise Analysis

2004-2006VDOT FMS II upgrade planning conducted.

2006-2007VDOT joined DOA on statewide Virginia Enterprise Application Program (VEAP) initiative to implement an Enterprise Resource Planning (ERP) system to replace statewide administrative systems.

2009Conducted a Request for Proposal for ERP software and services. Contracts established with Oracle for PeopleSoft ERP software and Accenture LLP for services. Initiative was sponsored by DOA, VDOT, and Virginia Information Technologies Agency (VITA) and work started on a new financial system (Cardinal).
Cardinal Financials Implementation

2011Cardinal Financials implemented at VDOT.

2012Establishment of Base Financial System at DOA.

2016Statewide rollout of Base Financial System and retirement of CARS. Implemented Cardinal Business Intelligence application (Cardinal BI).
Cardinal Human Capital Management (HCM) Implementation

2016Cardinal Payroll Project launched to replace the Commonwealth Integrated Payroll/Personnel System (CIPPS) and the Time Attendance and Leave (TAL) System.

May 2018The Cardinal payroll system implementation plan revised to incorporate the replacement of PMIS and BES in conjunction with the replacement of TAL and CIPPS. This strategic revision addressed critical stability risks identified within legacy systems.

August 2018The Cardinal HCM Project officially kicks off with a year-long analysis phase to assess human resource and benefits administration business processes and identify impacts to Cardinal payroll and time & attendance business process work done to date.

October 2022Cardinal HCM is now fully implemented across all state agencies and participating Local Choice (TLC) localities. This milestone marks the official retirement of legacy systems, including CIPPS, PMIS, BES, and TAL, transitioning the Commonwealth to a unified payroll and human capital management platform.
Cardinal Continues to Evolve

2024Cardinal Business Intelligence application (Cardinal BI) is decommissioned. The Cardinal Modernization Project launched to gather information on the Commonwealth's financial systems and to determine next steps.

2025Initiated the Cardinal PeopleSoft Update Manager (PUM) image upgrade to incorporate new functionality and ensure long-term system stability. This upgrade includes the replacement for the legacy Cardinal BI tool with a modernized reporting solution. Target Completion: September 2026.
